In light of the technological development the world is going through, there emerged the need for an Egyptian university capable of providing knowledge through e-learning and distance learning channels in a way that transcends the barriers of time and space; for the student to learn wherever and whenever.
Hence, came the idea of establishing the Egyptian E-Learning University (EELU) following the Republican Resolution No. 233 of 2008; to become the first Egyptian university that offers the unique model of e-learning.
And because of its immense importance, the state-supported it and made it a national, non-profit university, according to Republican Decree No. 71 of 2018. The university was thus able to provide distinguished educational services with innovative scientific methods that contribute to the advancement of Egypt's educational system.
EELU educational system relies on the concept of "blended/hybrid education," which combines face-to-face and distance learning using interactive electronic means, including video conferences, virtual classrooms, and e-courses.
With the emergence of COVID-19 pandemic and the importance of preserving the social distancing has raised the importance of e-learning to keep the safety of our students and fulfill the state's directives for distance learning.
The EELU students were capable of accomplishing their educational needs from their primary sources, get connected to faculty members, and to pass the final evaluations in their home without having to go to the university premises.
In line with Egypt's 2030 vision in education, innovation, and scientific research, the university has made education available for all without discrimination within the framework of an efficient and fair institutional system that contributes to building an enlightened and creative personality, which has significantly committed to providing its students with the required intellectual skills by providing electronic scientific content specially designed and prepared for its students with the help of a unique elite of faculty members, as well as providing students with language skills by teaching them the Arabic and English languages, as well as providing them with necessary life skills, especially the technological skills that characterize the twenty-first century. The university also opened its doors to accommodate international students as well, as well as post-graduate students.
The university's role did not stop there, but instead, it continues to do its best to develop the technological infrastructure and educational systems in cooperation with leading international companies specialized in these fields. And given its belief in the importance of developing the capabilities of its students and providing them with job opportunities, the university has made available support centers such as the Continuing Learning Center, the Center for Entrepreneurship, and the Center for Digital Transformation.
Thanks to the Egyptian government orientations and the determined efforts made by the members of the teaching staff and all employees of the university; The university continues to adopt modern technological ideas and to develop teaching aids to ensure the future of its students; to always remain unique, to produce innovative generations that are competitive locally, regionally and globally.
Last but not least, the university cannot achieve its desired goals except through the concerted efforts of the successful partners from the faculty members, university staff, and collaborators. They exert all efforts to make our university among the exceptional world universities and contribute actively to the support and success of economic and social development plans and the advancement of our beloved Egypt.

The National Egyptian E-Learning has been established as the first Egyptian non-profit university to offer a unique model that combines the advantages of traditional learning and E-learning. The university is distinguished from its counterparts from other universities by providing high-quality educational services at any time and everywhere, as the university has adopted the philosophy of providing educational service with high- quality, at reasonable prices and links the academic study with the labor market needs in order to provide it with highly skilled graduates who are able to deal with contemporary technology and are qualified with the latest scientific updates in various fields.
The geographical spread of the university has been at the forefront of the university’s concerns since its establishment, in order to serve remote areas and provide good opportunities for learning in the Delta and in Upper Egypt. With the growing importance of e-learning at the present time and the state’s heading towards spreading its culture, the Egyptian E-Learning University is working on expanding this unique educational model throughout the Arab Republic of Egypt with everything it can afford From a distinct scientific, technological and digital structure, which is what it has already achieved. The university provides this electronic educational service to its students in ten Egyptian governorates (mostly in Upper Egypt) and is on its way to be present it in all Egyptian governorates.
In order for the university to be able to practice its work with the required efficiency, it has established one of the largest centers of communication and information technology in the educational field in Egypt with the aim of operating and maintaining the information infrastructure necessary to provide educational services without interruption, and it has also established “The E-Courses Production Center”, it is necessary to highlight the university’s creation of a new avenue for the Egyptian education system, which contributes at developing students ’capabilities and skills, raising the level of university graduates to a level comparable to foreign universities, as well as overcoming the problem of student density in public universities.
Ultimately, I would like to express my pride and thanks to the members of the Board of Trustees, and I am honored to be Chairman of the Board of Trustees of this great edifice, trying to contribute to the great efforts made to keep the university a pioneer in the field of providing distinguished higher education and developing human resources, by using the most advanced methods and techniques in E-learning.

National Egyptian E-learning University Learning Model
The educational policy of the university depends on an integrated educational system that combines the advantages of both the traditional education and e-learning education in a distinguished blended model. The main learning features of the EELU concepts are:
• Virtual Classroom
• Resource-Based Learning
• Face-to-Face Lectures
• Credit-Hour System
• Virtual Classroom occurs when the teacher and student are situated in separate locations and learning occurs using communication and information technology through education management systems, which may be part of a complete distance educational program or supplementary to traditional instructions.
• Resource-Based Learning is defined as an integrated set of strategies to promote student-centered learning in a mass educational context, through a combination of specially designed learning resources, interactive media, and technologies.
• Face-to-Face Lectures between tutors and students this traditional education allows a student to contact directly with instructors in one hand and with other students on the other hand
• Credit-Hour System is adopted by the university. The academic year is divided into two semesters -- the first (the Fall) and the second (the Spring) with an optional Summer session. Each course is usually three credit hours, in each semester the student usually takes between 12 to 19 hours or four-six courses.
