TEMPUS is one of the European Union programs aiming at supporting and upgrading the Higher Education System and creating fields for the collaboration among countries surrounding the European Union. It has been founded in 1990 and now covers 27 countries in the West of Balkan, East of Europe, Center of Asia, North Africa and Middle East. TEMPUS program strengthens also the cooperation in enhancing the Higher Education among Higher Education organizations and universities in the partner countries and their counterparts in the European Union.

National Egyptian E-learning University (EELU) participates with several Egyptian universities (Ain Shams University- Nile University- British University in Egypt- Aswan University) and a group of European universities in developing virtual E-Laboratories that allow the students of engineering and information technology faculties in the Egyptian universities to conduct experiments targeting students in mechanical, electrical and civil departments as well as Physics departments and preparatory-year engineering. Those laboratories permit students to perform such experiments everywhere and at any time without being restricted to attend lectures in laboratories existing in Faculties of Engineering. Moreover, these Labs make it easier for instructors and their assistants to communicate electronically with students, whether to explain or to assess the performance of the experiments and evaluate the results, in addition to, correcting homeworks and assignments submitted by the students. The main target will be achieved through the following tasks:

1- Develop an electronic system to conduct laboratory experiments for engineering and physics education through the Internet, so that s students can access these experiments from home and go through the various results to complete the laboratory assignments and to view and analyze the results of experiments.

2- Control the conducting of several experiments at the university campus through the Internet.

3- Make the regular exercises and submit homeworks and lab reports and results of experiments conducted by students through an interactive online communication with instructors to reach the maximum possible benefit.
