In September 2005, the Ministry of Higher Education prepared a preliminary study for starting the project of the Egyptian e-Learning University (EELU), consequently a feasibility study was developed. These studies were presented to the Board of the Education Development Fund and then to the Cabinet. Finally, the Egyptian Government issued an initial approval to start and implement the EELU project.
The University signed several co-operation agreements with: Ain Shams, Tanta and Assiut Universities. In addition, EELU has started co-operating with European universities in Italy and France, which resulted in establishing the Master of International Business Administration (MIBA) program, affiliating us with the Graduate School of Science Business Applied in Paris, France (ESLSCA).

Target Student Groups
The Egyptian e-Learning University targets all those willing to receive high quality, modern, technology based education whether young or old, in fact anyone who is thirsty for knowledge and wishes to secure their future standing in life. In particular, the following groups are targeted: • Holders of a secondary education certificate.
• University graduates, who wish to pursue their studies in other disciplines or seek a higher degree. than previously obtained.
• Adults including young women who could not receive tertiary education due to socio-economic reasons.
• Professionals and those at work, who wish to obtain a university education whilst pursuing a career.
• Students dwelling or working in regions remotely located from existing universities.

We believe that e- Learning mobilises the educational and cultural communities, as well as the economic, social and industrial players in Egypt, in order to speed up changes within higher education and continuing education systems for Egypt's move to a knowledge based society.
